The Paint program that comes with windows, and a freeware program called ImageConverter is all you need. Go to that link on the Report submission page and you will find a link to a list of programs. ImageConverter downloads in like 1 minute, and is all you really need, along with MS Paint (free with windows).

Convert your images to lower quality jpegs so they aren't huge file sizes.

Why don't you use that paint program, then just save as... a .jpg! Thats what I do!
